Resolution Endorsing and Supporting People’s War in the Colonial and Semi-colonial Countries Presented at the International Communist Seminar, Brussels, May 2-4, 2001 Whereas, the new world disorder brought about by the neoliberal policies of imperialist globalization validates more than ever before Lenin’ s thesis on imperialism and proletarian revolution, Whereas, in accordance with the theory of uneven development, it is incumbent on Marxist-Leninist parties to identify the weakest link in the world capitalist system in order to take advantage of the most favorable conditions for the advance and victory of revolutionary war, Whereas, it is in the colonial and semi-colonial countries most exploited and oppressed by imperialism that the highest potential exists for waging armed revolution led by the proletariat, Whereas, such armed revolutions in the form of people’s war led by the working class are currently being waged and are steadily advancing in Colombia, India, Nepal, Peru, Philippines, Turkey, and others, with working class parties in some other countries preparing to doso, Whereas, the advance of people’s war in these countries directly weakens the entire capitalist system, Whereas, such weakening of monopoly capitalism in combination with inter-imperialist contrdictions renders conditions more favorable for the advance of revolutionary class strugglesin the imperialist and former socialist countries, until such time that armed revolutions led by Marxist-Leninist parties could be successfully launched and waged in these countries, Whereas, the proletarian struggles in imperialist and formersocialist countries likewise weakens monopoly capitalism and thereby contributes to the advance of people’s wars in colonial and semi-colonial countries, Therefore, be it resolved That the signatories, participants of the International Communist Seminar held in Brussels, Belgium on May 2-4, 2001, endorse and support the people’s wars led by the working class in Colombia, India , Nepal, Peru, Philippines, Turkey, and other countries.
