 Nepal, the second poorest country of the world is now facing the state of emergency and military feudal monarchical barbaric repression. On 26th of November the puppet king Gyanendra who is blamed for the June 1st Royal family massacre including king Birendra and  Prince Dipendra by collaborating with India and the CIA, declared the state of emergency and deployed the Royal Nepalese army for the first time against its own people. India has offered what ever efforts is necessary. USA, Russia, Japan and EU backed the barbaric Ordinance and the state of emergency.

With the declaration of the state of emergency, constitutional rights of the people are suspended and the ordinance is issued which gives the power to the army, police and bureaucracy what ever they do in  the name of control of the rebels. The independent news and media are restricted. The media are allowed to publish and broadcast only after the permission of the army. The independent and progressive newspapers are closed and the journalists are arrested. The editor, composer and the reporters of Daily Janadidha, weekly Janadesh, Dishabodh, Janasangharsa and several other journalists have been imprisoned without any of charge just for suspicion of the sympathetic to the Maoists because they reported the whatever actions were taken places around the country. For other mainstream media also dictating by the dictatorial regime by issuing the directives- what can and what cannot be published. The government says helping the Maoists, sheltering them, financial assistance or the publish or expression of the opinion of Maoists is also a terrorism. They would be life sentenced. The security authorities are allowed to shot on sight anyone being suspect of involving or harbouring the terrorism with the arm or without the arm to stop or control them.

Even if the person suspected of being involved in terrorism are living outside the country at the moment, they would be charged with the local laws.

 There is only the military have right to exercise any thing what ever they like. Following the emergency thousands of people have been arrested and hundreds have been killed, hundreds of millions of property have been looted by the state armed forces. The reports sent by close sources said soldiers have been gang raped hundreds of women. The situation of arrested persons is unknown. So-called democratic state's military regime came to repress the rights of people. The human rights and constitution is just to show but nothing than mere for the masses of people.

The army has killed several hundred unarmed people. The government appeal who ever who do not support the army would be branded as terrorist and shot on sight weather he/she is armed or unarmed. This present operation is just a expanded form of the Killo Seara-2. The nepalese army is doing as what the comrade Mao explained in his works against the reactionary army of Cheng Kai Shek. The masses are the main enemy of the reactionary army that's why they are killing the innocent people. To hide out they have imprisoned the journalists, tortured them and killed them. The army which is morally defeated, is saw their victory in making illusion among the masses.

The state terror leads almost millions people to go for hiding. The necessity of the armed struggle increased more than ever before. There is no democracy which is proved well. There is no law and the constitution which was not made by the people but the king had provided could not protect the country and the people. The demand of the constituent assembly is far more important and otherwise the republic of Nepal only can guarantee the rights of the people.

The state now coming with its real appearance against the people and the nation. Who wants to bring the foreign forces in the country? Who is getting financial and armament assistance to continue the war instead of the peaceful solution proposed by the Maoist ?

The army which could not fight the guerrillas in a battlefield is now shamelessly saying they have killed the this and that person who did not give arrest or tried to escape from the circle of the army. There is no justification of any of the killing of the innocent people. The reactionaries are being so angry and they wanted the Maoist to come in confrontation. But Maoists who are serious and depend upon the support of the masses are tolerable. To bring the Peoples liberation army in to direct confrontation the reactionary forces are arresting or capturing the ordinary supporters of the revolution and killed them after torture and rape and gang rape. Not to expose their shameful and degrading lower moral they assassinate the people of being captured. It is obviously false that the ready-made formula of propaganda "S/he or a group of people have been killed in an encounter or in search and cordon operation. The police or the army recovered this or that number of weapons or armour. Hundreds of thousands of people who did not understand or ready to pick the arms against the barbaric regime are now compelled to fight. The material necessity of the situation is powerful than the ideal understand. But when ideological and material conditions matches no reactionary madness defeat the power of the people.

Media specially the government owned are the part of this encirclement and inhilation campaign. They are trying to keep people in misinformed about the reality. Those media as the army asked trying to show the army is brave. For the killing of innocent and unarmed people they are misinforming as killed in an encounter.

The reactionary armed forces despite their privilege in arms, communication, structure and supply are not able to confront with the peoples army. Despite their superior firepower they are not able to go in base areas. They just destroying the surrounding regions not to be trapped. All of killings up to now seems to get the informations about the strategy of the PLA. By killing of the people whatever they make propaganda the masses understand the reality.

For instance the number of dead guerrillas are extremely exaggerated by the reactionary media. Not only government owned but so-called private also. It is clear that the some private media also supported the government oppression by promising to provide the false information whatever the army or authorities supplies. Puskar lal shrestha wrote in samacharpatra (30th of December) the owners of Kantipur, Kamana group, space-time and utsarga publication decided to help the emergency move of the government at least from those medias where they have participation. The journalists working in those are ordered not to report the news independently. Some of them are threatened the journalists working there to expel from the job and to hand over to the army. The other where they were not participate or didn't agreed to provide the false information are imprisoned or went underground.

How foul game the government is playing is not hiding. Even in the second world war also red cross and the doctors also allowed to help injured soldiers but now the government of Nepal issued the warning not to treat any of injured person. Otherwise they would be charged as a terrorist. The lawyers who would take the cases of suspected maoists would be killed as per the emergency declaration. The professors, teachers, students, intellectuals etc. are imprisoned. Journalists who reports or writes independently which is not as the will of the government are imprisoned. The editors of Sanghu and Deshanter which always wrote against the maoists also arrested. Out of capital tens of thousands of people have been detained, tortured and released with conditions to be a spy. Who ever like to be remained neutral were the majority of the victim.

In Dang as main opposition and others also accepted the tillers (11) who were harvesting the rice were shot dead, in Salyan the people who were worshipping the clan ship were shot as terrorists, several women, children and the health workers (government employees-4) were shot in a place where vaccination was going on according to the government plan. In Ramechhap-Doramba jungle where the people were gathering to celebrate the traditional ceremony of local festival were blindly fired by the army from the helicopter. In these incident more than a hundred people killed. The Radio Nepal, Nepal television and those who committed to support the barbaric criminal white terror reported 11 or 12 or 70 guerrillas killed in encounter with the army. They recovered guns, grenades, explosives and ammunitions some of them looted from army and police. Ah! You are not shame, you don't feel humiliation to report which is hundred percent wrong or partially wrong. It was right people were killed by the army but they were not guerrillas. They were innocent people. They were poor people. They were self respected people. They did not sell themselves for money.

The army is failed in their operation. They withdrew from the positions which were located nearby the maoist strongholds. If somebody have the knowledge of the war strategy would see the defeat of the Royal army surely. Maoists are spreading among the people as a fish in water. The enemy is killing frog in illusion of fish. Which would led them to be defeated ultimately. Once more the strategy of the peoples war is proved that the enemy has no alternative of encirclement and inhilation. They go in to the assistance of false things like Gobbles propaganda. The victory would be the revolutionaries. Of course it is painful to see the killing of innocent masses or the unarmed members of mass organisations.
