The Press Release Of The Central Committee Plenum Of CPN (Maoist)

The people’s war in Nepal is completing its tremendous fourth year. During this period it faced successfully various difficulties and entered a new stage of qualitative development. People tasted the fruits of new democratic powers. On the other hand the reactionary state found itself in a difficult situation and madly showed its bad, bloody, and draconian character by killing thousands of people after having arrested and abducted them, and looted hundreds of villages and raped thousands of women. These respect-deserving sacrifices by the people of Nepal are building a new qualitative power. This is synthesized by the CC Plenum of CPN (Maoist), which made some important decisions, and was successfully completed in the third week of January. The full text (translation) of the press statement issued by G.S. Prachand is as follows:
 
Now, The Nepal Communist Party's (Maoist), the glorious political Vanguard of the Nepalese Proletarian class,  successfully completed its Central committee Plenum under the chairmanship of General Secretary Com. Prachanda. This press statement is issued to publicise a summary of the decisions of this historical meeting, which achieved a new height by the point of view of the ideological and organizational unity.

1. At the beginning of the meeting, a minute of tribute was paid to the immortal Martyrs of the People’s War including Com.Suresh Wagle, the Martyrs from the time before the People’s War including Com. Rambriktsya Yadav, the Martyrs of the Jhapa movement including those from Sukhani and all the known and unknown Martyrs in the country and abroad.

2. The rectification campaign started from the Central committee with the purpose of responsible contribution to serve the class and the masses (people) being proletarized from the ideological, political, organizational and cultural point of view. Ideological, political, organizational and cultural self-criticism papers was presented  about their own past economic, family, cultural and political background  by all the Central committee members with the feeling of deep  responsibility to serve the class and the masses. It resulted in achieving a new ideological, cultural and emotional (vawnatmak) unity in the Central committee until arriving at the end by grasping the process of serious discussion over each member’s account and the self-criticism paper of weaknesses. By this great unity achieved in the Central committee in the first step of the campaign, the plenum synthesized the form of supreme height of the history of the party and the Nepalese Communist movement, it is the beginning of the people’s new victorious campaign in the struggle against the enemy. The CC plenum decided to launch a rectification campaign throughout the party according to this model.

3. The plenum unanimously passed a proposal presented by the Secretary General Com. Prachand about the present political situation in the country and the supplementary planning of the struggle after a serious, broad and high level discussion. This proposal  sharply analyses  the development of a triangle struggle in the country and adopts its own concrete tactics at the objectively developed critical liquid political situation of the reactionary state power. It indicated  the necessity for more broad, joint and centralised struggle against Congressy fascism depending upon mass-murder, hurting the nation, and corruption;  defending the achievement of 2046’s (1990’s) historical people’s movement to go ahead in the direction of total change. For this, emphasis is put on working unity, dialogue, and the adjustment process in a concrete form with the opposition political groups of Congress.

The proposal presented a series of military and non-military planned programmes to be continued as long as there goes on the mass murder, looting, rape and wild campaign of abductions projected by the Nepali Congress government in  the name of ‘People’s War suppression’; as long as  the real situation of disappeared revolutionary leaders, workers, and people is not publicised ; as long as the government is not ready to face the People’s War according to international standards of warfare. The NC government, with its rule of mass massacre and terror,  with its spurious offers and untrustworthy rant of dialogue with the Maoists, must be ready to take all responsibilities which would result if the Nepali Congress government does not publicise its own position on the above mentioned concrete and contemporary subject matter.

4. The meeting examined the past dialogue with different political groups, nationality fronts, and individuals with the purpose of building an all-encompassing Revolutionary United Front, and decided to provide a solid and real form to this process by focusing attention to the country’s present serious condition. It took important decisions relevant to the United Front to correct weaknesses of the people’s new power which is developing and exercising throughout the different parts of the country, mainly in western Nepal. The plenum provided higher preference to analyse in concrete  form the purpose of a Joint Revolutionary Government of patriots, democrats and leftists on a central level.

5. Synthesizing the enemy’s new strategy, the growing needs of the People’s War and the positive or negative experiences of the past, the plenum brought qualitative changes regarding the geographical distribution of the whole country, and the Party's organizational structure and division of works within its leadership. It decided to qualitatively increase the organizational investment to fulfil the growing international role of the Party.

6. The meeting decided to celebrate a “Martyrs week” from Phalgun 14th to 21st (February 2nd to 9th) to pay respect to the Martyrs by different programmes including mass meetings for tribute. It starts the day the first Martyr of the People’s War, Dil Bahadur Ramtel, suffered martyrdom, to the ending day when 5 revolutionaries of the Jhapa movement went into martyrdom in Sukhani (1972). Its purpose is to take up historical links, condolence and spirit and it will be continued every year.

7. The plenum made important decisions to enhance mass struggle, mainly the peasants' struggle and other local and central level people’s movements.

At the closure of the plenum Secretary General Com. Prachand synthesized that this historical succession of the meeting raised ideological, organizational and sentimental unity in the Party to a new height and will become a pillar of the new victorious campaign over the enemy in favour of the people, and all present raised their fists in the end.
