To exhibit to the Civil Society and to the European politics the dictatorial character of the ruling of Alberto Fujimori, a ruling with Fujimori running with the help of the armee a politics of systematic violation of human rights on 24 millions of Peruvians since his selfputsch on 5.april 1992 - a politics of militarising the society and a cruel push- through of social restructuring programs. In detail:

A. So far the implementation of neoliberalism in Peru has the following effects: a lack of more than three million jobs, the autoritarian rearrangement of the state, the sell-out of companies owned by the state in form of privatization, the destruction and restructuring of inland production, the concentration of privat property and the destruction of middle sized and small rural companies. The poverty has risen during this rulership in a dramatic manner: more than 13 million Peruvians live in extreme poverty, a situation that gets worse constantly as 68/ of the population is employed uncertainly.It is this politics that made people find themselves enforced to ensure an existance to survive in other countries, as well in Europe. That is the consequence of the neoliberal and repressive politics that is promoted by the European Community.

B.In order to control the population and to suppress their right to protest an anti-subversive strategy and a genocide like prisonsystem are applied on thousands of people that are accused of "terrorism" and of "betraying their native country" - among them are even citizens of other countries who are nevertheless - absolutely absurd - accused of "betraying the native country". The dirty war in Peru has stood for the death of more than 30 000 people,10 000 "disappeared ones", 7 000 political prisoners, 1 000 000 expellees and thousands of political persecutees.

C.The despotism of the regime is being manifestated too in the decision of the Peruvian Congress that was confirmed by the leading party to remove three judges who were part of the constitutional court just because they resisted a law that was to allow the reelection of Alberto Fujimori.

D.There were and still are actions being taken place that obstruct very directly the freedom of opinion like the assaults and attacks against journalists and certain medias that are directed against the government, e.g. the newspaper "La Republica", the radiostation "Miraflores" and the president of "Frecuencia Latina (canal2)", Baruch Ivcher. Lately the Peruvian secret service has started a range of attacks against journalists and well known people in opposition and therefore acted under the name of a pseudonymous NGO (APRODEV), which was publicly condemned by the government but at the same time under protege. A concrete case of this campaign of slandering was opposed against Gustavo Mohme and the newspaper "La Republica" towards whom we express our solidarity.

E. A special "antiterrorist" legislation was being developped which enabled military courts to condemn civilists. Further the "secret processes" were developped, with disguised "judges with no face" sitting there and judging, processes in which the right for advocating and a fair process did no longer exist. This legislation institutionalises torture and the refusing of the HABEAS CORPUS the military courts are laying proof of.

Thus the level of respect towards fundamentalist individual human rights is being more and more lowered and Peru is being driven out of any line that could be called "rule of law".

F.There was the dictation of an amnesty law that guaranteed the immunity of security forces and civil persons (who act according to their approval) concerning violation of human rights. Meanwhile there are jails where thousands of political prisoners are imprisoned on conditions that despise humanity. People undergo permanent isolation and face physical and psychical torture.

G. All these items listed up show in a drastic way the dictatorial character of the Fujimori.regime, who is able to govern due to the support of several European states - although since June 1997 a resolution of the European Parliament has been existing that claims that all supporting aid towards Peru is to be connected to the improvement of the human rights situation. We all know that this condition has not been kept.

On the contrary, the direct and indirect investments of the European countries and companies have increased, basically legitimating and sustaining this neoliberal dictatorship and its strategy of state terror.

These are the reasons for participating in the hungerstrike; because of the European states and companies being accomplices concerning to Peru´s state terror and the violation of human rights of 24 million Peruvians.

We demand that any form of "aid" for the Peruvian state has to be connected to the safeguarding of human rights as a condition.

No to Europe`s hypocritical Peru-politics!

Against the neoliberalism and the Fujimori-dictatorship!

When we are here then it is the consequence of that politics the rich countries are supporting and practicing in our countries!
