We are very happy to learn that you have declared the formation of your Party, the Communist Party of Iran (Marxist-Leninist-Maoist) [CPI (MLM)] with pride and honor, through the Founding Congress held with grand success.  We, on behalf of our glorious Party, the Communist Party of Nepal (Maoist) [CPN (Maoist)], express our high level of solidarity and  extend our Communist Congratulation to your Party, on this brilliant occasion.

         Both Iran and Nepal  are semi-feudal and semi-colonial countries and our two Parties are avowed to emancipate the masses and liberate the nations from the yokes of feudalism, comprador and bureaucrat capitalism and imperialism, by accomplishing the  New Democratic Revolutions in the respective countries. Both our  countries have an illustrious chronicle of historical mass movements. We both uphold the supreme ideology, Marxism-Leninism-Maoism as our guiding ideology. Both our Parties are founders and active participants of the Revolutionary Internationalist Movement (RIM) and constantly contributing to achieve its goal of  formation of a New Communist  International.  As revolutionary contingents of the world proletariat, we have long held fraternal relation  based upon the great principle and ideal of Proletarian Internationalism.

        The Maoists of Iran had made  painstaking efforts for the cause of the formation of a genuine proletarian Party in your country.  In the course of this endeavor, you built up the Union of Iranian Communists (Sarbedaran) in 1976,  which has played decisive role in the formation of  CPI (MLM).  You have achieved a significant experience of armed struggle, which  took place in the forest and city of Amol, under the leadership of UIC (Sarbedaran). Though the revolt was  ruthlessly suppressed by the enemy,  the history that our comrades of Iran have written at the cost of their blood will be ever lasting and the red flag they hoisted will be flying forever. In the midst of this serious set back, Iranian comrades had to suffer big losses and tortuous course of exile. Nevertheless, they were never discouraged and as true Maoists they unfolded their hard efforts to reorganize the Party, thus ultimately giving birth to the CPI (MLM). Our Movement will never forget the contributions the comrades have made during this period, in the advancement of the RIM. We Maoists have to learn lessons not only from the victories but  from the defeats as well.  Important and hard lessons the Iranian Comrades have learnt in the past, are sure to help you advance in the future.

 Comrades, as you know, we are leading a momentous People’s War for the last five and one-half years, which gave birth to the people’s guerilla army, base areas and guerilla zones in the vast countryside of Nepal. There is  ample opportunity of countrywide seizure of power on the one hand and the possibility of devastating attack from the side of the disgruntled domestic and foreign enemies on the other.  Thus the People’s War of the heroic Nepalese masses, led by our Party is advancing in such a challenging situation. In the midst of this challenge, our Party has been able to convene our historic National Conference with a grand success last February. As one of the important decisions, the Conference has adopted Marxism-Leninism-Maoism and Prachanda Path as the guiding ideology of the Party. The latest military actions since the initiation of people’s war in
1996, successfully carried out  immediately after the Conference clearly manifests the correctness of the line of the Conference.  As an advance contingent of the proletariat, we are determined to accomplish  New Democratic Revolution in Nepal  in the service of the world proletarian revolution and achieve our common goal of communism  advancing through Socialist Revolution and Proletarian Cultural Revolutions.

      We are in complete agreement with the opinion of the Committee of RIM which says : “ The formation of the vanguard communist party in Iran represents a truly great step in the history of the class struggle in your country, which will no doubt have profound ramifications in the whole region and beyond.”

    The Iranian people  fought heroically in 1979 to overthrow the autocratic regime of the Shah ,  puppet of  U.S. imperialism.  The communist vanguard of the proletariat was not matured and strong enough in terms of its ideological, political line and organization at that time. That is the reason why reactionary forces such as Islamic fundamentalists led by the mullahs  seized that opportunity to capture the state power, thus again plunging the country and the masses into the swamp of other form of autocracy.  The revolutionary sentiments of the Iranian masses for their emancipation is continuing, giving rise to a new upsurge. Since the old mullahs have been severely exposed, a section of new mullahs is coming forward to try to hoodwink the struggling Iranian masses in the guise of “reform”.  It appears that the opportune time exists to accomplish the main slogans of the Party:
‘Forward in the Preparation and Initiation of People’s War in Iran!’ and  ‘Towards New Democratic Revolution!’ The proletariat and the revolutionary masses of  Nepal and the world are eagerly waiting for a new People’s War to be initiated in another Middle-East country under the leadership of CPI (MLM). It will be  a glory for the ICM in general and the RIM in particular, to experience another People’s War, which will help facilitate the process of world proletarian revolution and intensify the ongoing process of forming a New International.

       I, on behalf of the whole Party, all the fighters and two million Nepalese masses within the base areas and from the heroic Nepalese people as a whole, once again extend revolutionary congratulation on the grand success of your Inaugural Congress and the formation of a proletarian vanguard, Communist Party of Iran (Marxist-Leninist-Maoist)!
