![]() Why the dialogue failed Janak At this moment the propaganda market is warm more than ever before on the issue of the dialogue and between the government and the CPN (Maoist). It is natural to be a concerned from the masses of the people. Because it is the matter which can determine the fate of their future. The word dialogue indicates a talk between two or more forces or groups, individuals or fractions over the conflicting issues to reach in solution. Dialogue process means the process of peaceful solution by removing the possible violent assaults. But it is not sure that there may not be always dialogue success. To be success both the parties should loose some thing and gain something. If one want to gain only and demands to loose from the counterparts, then there will be a possible disaster. This means the party who only wants to gain does not want the peace that’s why forces other to go in a alternative way of violent means. In Nepal after the five and half years of people’s war and the internal crisis of the ruling elite forced them to come in to the table of dialogue. It is clear that when Maoist party presented 40 points demands to the then government of Nepali Congress, the government threw away them into the dust bin. There was a ultimatum until 5th of Falgun (17th of Feb. 1996), and CPN (Maoist) declared the peoples war on 13th of Feb. 96. The government responded it with extreme repression and announced that they would wipe out within a month. Then the chairman of the UPF Dr. Baburam Bhattarai and the Secretary General of CPN (Maoist) Com. Prachanda claimed the responsibility of the initiation of people’s war and promised to continue until the victory. The later different governments, particularly the NC Girija led government launched the series of barbaric oppressions. Thousands were killed, thousands others imprisoned in fake charges, hundreds disappearing and thousands of women/girls raped and gang raped by the forces of the state and goons. When the whirling storm of resistance with full of hate rose up Girija and Co. used the word dialogue to lure the masses in illusion and to prepare the further genocide and repression. But after repeating misuse of calling dialogue the people became more and more aware how the reactionaries lie the people. The more and more people supported day by day the people’s war. We can imagine in past 5 years, that everyday at least a thousand people came to support the just war, the People’s war. The another side of the picture, CPN (Maoist) never lied about the issue of dialogue. The party said it is never against the dialogue but for us it is important whether it serves the people and the nation or not. This only the matter of masses of the people and national interest determines to go or not to go on the table of dialogue. If the peoples’ problems solve peacefully, if the reactionary classes give up their oppressive measures then there is no question of violent struggle. The violence is not our interest. But it is necessary when the state power depend on the gun crosses the limits then there is no alternative for a peace without overthrowing the old state power by using their own weapons against them. The party clarifies that there are two different kinds of tendencies over the issue of dialogue. One which rejects all kinds of dialogue in all kinds of circumstances and the other one which assumes that the dialogue is all kinds of solution. But the position of Maoist’s is that the dialogue also another form of political war. The dialogue should not replace the class war or the peoples war. We should use it in favour of people. At the present, after the massacre of the royal family including the King Birendra and his political allies inside palace because of their liberal views and stand against the imperialists/expansionists in some national issues, the political situation in the country is changing. In this changing situation to defend the interest of the people and the nation the dialogue also may be a way to meet the contemporary tactical aim of the revolution. It would be temporary solution and further one step progressive if the demand of the institutionalise of the newly born republic will be met. There is crisis in the reactionary camp. A conservative right wing extremist Girija-Gyanendra gang together with the Indian expansionist want the destruction of the people and the country but some of democratic and relatively liberal trend of the ruling classes, leftists and patriotic forces if come together there would be a something. With this analysis party decided to go in to the table. But as the reactionary media propaganda, party never promised to stop the political activities. And only the offensive was halt until the dialogue positively going on. The government promised to create a conducive atmosphere by stopping repression against the people, by releasing the prisoners and publicising of the disappeared leaders and the cadres from the police custody. With the passing of the time the Deuba led government encircled and came under the pressure of the fascist elements. That’s why it is trying to excite the masses and the party to break the dialogue. For the first time army shot the civilian people in Gorkha, encircled and raided the universities, hostels and the residences and arrested hundreds of supporters. The government announced restriction for a month in Kathmandu to stop the peaceful demonstration and the meetings and the conferences which are the fundamental rights provided by the present reactionary constitution. But there is no measure to stop these illegal acts of the law breakers. The fascists and the bad elements who want to stop the dialogue and want to fishing in a trouble water started the armed offences against the supporters of the Maoist party. The so-called communist UML, ML, Masal etc. together with the Girija Gyanendra clique used their stooge to attack the masses. Reactionaries hired the professional Gundas from India and tried to spread communal violence. But all of them is resisted by the masses and the party. Party is tolerable and aware not to be excited as the enemies of the people wished. The reactionary media and the bad elements are saying that the Maoists are tired and wanted safe landing. Although they demanded the republic and the constitution assembly they would come in present current of corrupt system with a little amendment in the present constitution. With this hope the reactionaries and the government used unnecessary pressure on the Maoists. They are misunderstood. If they understand or interpret the best intention and goodwill of the revolutionary forces as a weakness they would never forgive by the masses and the history. All the responsibility of the breaking of dialogue is upon the government. They can lies to the few so called intellectuals in the cities but not to the masses of the people and the whole country. The masses are trained and intelligent what the media war in past and present used by the government and parliamentarians against the masses, they have a enough capacity to judge. Who played what role in the dialogue process The dialogue is not only the process of formalisation of 5 and half years of people’s war but a polarisation of so called middle fractions who were luring the big part of the masses within their rhetoric net of the words. The reactionary police force was defeated, after the successful raids in Dunai, Bhorletar, Rukumkot and Naumule the police was not even able to defend themselves in some of the positions. This fallen of the police state and rule was not only the cracking down of feudal and bureaucratic powers but the defeat for the strategy and the direction of the authority of Expansionists/Imperialists. They only saw their existence on the mobilisation of the army against the Nepalese people. US and EU proclaimed to mobilise the army, their running dog Girija also acted on their wish but the late King Birendra did not accept the instruction and hesitate to do so. He has raised some questions over the acts of the past governments due to his some of liberal basis and national stands. This hurted the Singhdarbar, Delhi and Washington palaces. That’s why they hatched the plan to annihilate whole of his family which was executed on the June 1st night in Narayanhity palace. After the 1st June’s episode the finger turned back to them despite they tried to blame for the massacre to one of their key victim. This led towards unexpected crisis within the ruling classes and their masters. The authority traditionally lying within the monarch ended by the massacre. The moral value, authority, support and the symbol of feudal nationalism also fell in to the grave. Another noticeable significant remark emerged in side the left and communist movement of Nepal. When the traditional monarch cracked down accidentally the embryo of the republic of Nepal emerged and combined with the achievements of 5 years of people’s war. This crisis in the state power generated the massive threat of national security and the possibilities of the new concretisation of development. With the special shocking blow of the peoples army and the protest of the masses on the street and in parliament and within the ruling classes also forced to push away Girija from the power. Deuba, liberal in appearance came in power and showed the commitment to solve the present crisis through dialogue. In this particular condition despite the victorious move the Maoist party also announced the halt of offensives and showed the interest to go in dialogue. Maoist appealed to the leftists, democratic and patriots to join in the process of concretisation of the newly developed possibilities. Despite the massive support from the masses and grassroot workers of different political parties to the republic of Nepal the leadership of the opportunist parties came together with the enemies of the people. For the first time they exercised to prove that the tiger eats grass and equalised that communists should be monarchist and accept the imperialists’ orders. They told the constitution is unchangeable. They became another dogmatist and turned towards the feudal era. But people are not fool, they leave the revisionists. The so-called parliamentarian communists came to defend the murderer, and a puppet. It is a very big sad part of our history. But instead of their hysteric crying and fear of the imperialists attack Tens of millions of people are ready to fight and resist. The leaders of the leftists parties met in Silguri where they agreed to go on with the demand of election of constituent assembly. CPN (Maoist) followed the agreement and halted the demand of republic from the table. But UML and their tails now hanging in dhoti of old constitution and monarch broke and disrespected the agreement. Ten years ago they have critically accepted the same constitution, now fully. The parliamentary parties once again stand for the violence. They used their goons and hired persons to attack the supporter of the revolution. They have seen victory in mobilising the army which was the key issue for royal massacre. They stand a side of the enemies of Nepal and Nepalese. This is unfortunate for the nation. But patient Nepalese are ready to retaliate for any of assault. While the guerrillas are more patient and tolerate, the masses are watching carefully not to break the process of dialogue and if possible peaceful achievements the Girija is announcing the attack to the masses and the Maoist and revisionists are joining in the counter insurgency committees forming under the presence of army and police. They want war that’s why they want to bring the masses in confrontation. They saw victory in stopping offensives by the party. They forgot the five years of thunderable advancement of people. The government particularly the home minister several times mentioned that the government is preparing for the war when the dialogue will failure. The government have sent army in base areas despite the cease-fire and they have calculate it as their victory. The pre-condition for talks release of prisoners and whereabouts of disappeared including Dandapani Neupane, abolish of armed police force and so-called integrated security development programme are not fulfilled partially, instead of the governments commitment at the beginning. This is clearly the symbol of breaking of negotiation and commitment for war. The breaking of dialogue is not surprise because they had announced and prepared for the warfare. They have bought fighter helicopters with gun-ships and dealt other armament purchasing. Who achieved what from the duration of the cease-fire The government and the reactionary camp bought a time to access their internal crisis. They have mobilised the armed forces and trained for further massacre. At the end monarch became a leadership of the all reactionaries and so-called tigers. All of them have seen their security in to the intervention of imperialists and the military rule. But they do not see the reality and the power of the people. They have no trust on the masses but on the jackal crying. The victory would be ultimately of the people. What before the parliamentarian leftist parties thought is by the fight the Maoists and the NC will be weak and they will be the new agent of the imperialists and feudal reactionaries. On the other hand The CPN (Maoist) broke the reactionary propaganda of they are against the peaceful solution. But instead they established how only they are serious to the people and the nation. Despite the all efforts of reactionaries and looters they come to the end of the alternative by the government. The government challenged the masses of the people either they should the oppressive means of the state or they should be ready to fight. Reactionaries hoped they will wipe out the forces of the people by using the hired soldiers and by the help of the expansionists and the imperialists. CPN (Maoist) organised the masses of the people in to a different organisations. People have seen what the people’s war is for the oppressed people. The masses come close to the peoples united committees and joined in militias and the peoples liberation army. Party mobilised the more than 10 millions of people during the cease-fire. This is the exactly thing which made afraid the reactionary forces. It was just a silence before the breaking of thunder. Ultimately the government refused all the demands and even didn’t take any step to create the conducive environment. Government didn’t publicise any of disappeared leader and the people which is more than 200. Instead of abolish the security integrating development package mobilised the army to attack the party which was in the table of dialogue. All these forced CPN (Maoist) to take the defensive position. The chairman Prachanda publicly announced what after the refusal of the government brought the four month of cease-fire. There was no fruit of dialogue to the masses and no meaning to lingering in a dialogue. Then the long waiting people council is declared which is the alternative of the monarchical oppressive system which led the nation into a second poorest country of the world and known as the country of the mercenary servicemen. The old state cracked after the announcement of the peoples council of Nepal, the peoples council shows the peoples power by destroying the army base established for the further destruction of the people. The state specially the NC-Gyanendra gang is responsible for the peaceful solution and for the war. The main cause of the failure of the dialogue is that the more influence of the expansionists and the imperialists. During the dialogue when the government was talking with the representatives of the CPN (Maoist) Indian security and foreign minister declared the Maoists are the terrorists. This was the strong symbol that the India does not want to solve the problem peacefully. India which is the prison house of different nationalities. There are no peace since the independence from British. Millions of people have been killed since then. Indian eyes are always against Nepal and neighbouring countries. Now, the Indian interest is clearly came out. India wants to deploy the Indian troops in the name of assistance of whatever name.
