Delegates for dialogue welcomed in kirtipur
There is a kinds of curiosity rising over the issue of dialogue between the his majesty the government of Nepal and The Communist Party of Nepal (Maoist). The government and the parties and sections of intellectuals who are using the fruits of the present oppressive system in different ways are murmuring the word dialogue. But together they are never forgetting to threaten if there would be negligence of the interest of feudal and imperialists from where they are receiving thanks would create the danger over the nation and democracy. They are not hesitating to mention that we should allow the oppressors to exploit us.

Mainly the forwarding issues of national interests and the question of the republic which aims to end the privilege of parasitic class and the most backward socio-economic and political system. To seek political solution under the present constitution and the power balance is just nothing more than the joke or fun. If it was possible to find solution then the people's war was completely senseless. Then there is no question to consider it as political solution. The meaning of political solution is to change the present system which doesn't represents the interest of the majority of oppressed masses of the people. the privilege class which is talking the peaceful solution is because of the crisis coming into the existence of the present backward system which safeguards the interests of the few handful of people.

The 1990s constitution is the negotiation of the feudal, bureaucratic, comprador and the some of democratic forces. there was a compromise which reduced the power of monarch and feudal class and increased the power of comprador and neoprivileged opportunist class. The contemporary monarch compromised to provide some of the rights to the people instead of surrendering the imperialists and expansionist powers. But there was deep root already existed of imperialists which got the fertile place when the traitor clique almost captured the power these period. The parliament could not be able to defend the integrity and the basic interests of masses and the nation. Despite the meaningless and non-functioning effect of some of rights of the freedom the condition of the country and the public life became more and intolerable unbearable, which led to wards the people’s war. If there could not be the growing power of the oppressed people and the patriot forces the reactionary specially the expansionist/imperialists protected domestic right wing extremists who almost exercised the power for past 11 years would never step down and agree to seek the political solution.

The main persons from the side of people who represented in the constitution draft committee already stressed on the need of new construction. The royal massacre create the condition of the end of the traditional monarchy. Almost 95% people are opposing the monarchy. Those who could not say openly also wished to be abolition of monarchy. They are not confident with the power of people because they never relied upon the masses of the people. They used the people as a vote bank and a lift to get the power. Dr. Mathura Parsed Shrestha who was one of 11 person of the constitution maker saying this constitution is come out by the signature of 11 person even though our heart was weighty while saying that a peoples constitution. It was not made by the people.

Daman Nath Dhungana another draft person and the most democratic person of the ruling Nepali congress party asking for the necessity of the new structure. He also emphasised that the present constitution is not unchangeable.
Nirmal Lama who is already passed away but he was the person who disagreed publicly with the constitution while he was in a committee. He criticised it.

Likewise the Upadhyaya also he himself declared that the Girija made unconstitutional treaty with India by lying the parliament but he was not able to do anything for him, remained helpless. The massacre of the thousands of people remain non-punishable. Police acted as the devil what the law did ? what the law did for the corrupt ? So there any question shouldn’t come for the emergence of the republic and the constitution assembly to have a constitution in favour of the people and the nation.

The armed struggle and the sacrifices is not the will or hobby of any of people but there was no alternative. A big number of people, 95% people wanted structural and fundamental change in the present old unequal society. And their expectation is also that should become peacefully. Now when the reactionary camp also fall in serious crisis they need time to prepare for the further war, so they forced to say about the peace talk. Definitely it is very nice if the problem settle peacefully. The main determination is on the hand of the government and how the democratic, patriotic and the leftists would respond it, in that ratio the achievement will come. We are demanding republic and peoples own made constitution, will they accept it or not ? that is the answer who is violent and who want peace but forced to fight.

Fascists who exercised the monopoly of loot for the whole past history are encircling the Deuba who looks comparatively liberal. Specially the Indian expansionism and the US imperialism is mobilising in various way to destroy the dialogue which can possibly institutionalise the newly born republic. The Maoist supreme leader chairman Prachanda also saying who are not talking about the one party dictatorship but the healthy competition of the different ideological and political forces. If the government turns out from the political solution then the responsibility of the consequence should take by the allies of the conspirator.

The government is not looking relied on the political solution That’s why instead of the demand of the Maoist to withdraw the earlier policies and the initiation of the fascists to institutionalise the war crime, the government passed the armed police force and administration related bills. It is the bigger preparation of the war.

The next initiation is the continuation of the war budget instead of public interest.

Another direct trailer is the purchase of nightvision military helicopters which are already exposed for having milions of Dolores of corruption. Likewise government is speeding up the process to purchase the modern war weapons from Germany, Israel and US. That’s why if the dialogue end without any achievement, there would not be any surprise.
The fascists and the some of the cliques who are loosing there supports are asking to stop all the political activities of the Maoists and the campaign of the supporters of the Republic. Why Maoists are getting root among the masses ? Negotiation means is the re-establishment of loot nation-wide ? There should not be any illusion that coming in dialogue means not to express the demands of the people.

Just recently the Girija marka people are souting the government should stop the Maoists to carry out mass meetings and demonstration. Why they wanted to stop this ? why they are horrifying with the peaceful mass gatherings ? if the government and the some of conservative forces wanted to stop the peaceful mass meetings and demonstrations which is the fundamental rights of the present constitution, then how can the people and the Maoists believe the dialogue is not the interest of the reactionary. It is clear if the government use the force to stop the peaceful demonstration then it would be the announcement of the civil war. This would make more clear nationally and internationally who wants the violence.

It should acknowledge that there is dwell power in the country. The local grassroots power is under control of the masses who supports the people's war and the power in centre is under control of the reactionary old power. In this condition the taxes and the administration is also devided in to two. It is not fair to say that to be agree or to desire to solve peacefully means to agree to give power to the enemies.

The delegates leading by Com. Mahara, the PBM of CPN (Maoist) agreed to stop the violent action while dialogue is going on. This is happening also. But this means no one can close the eyes if there is crime. The broker of the reactionaries are continuing to extort the property of the people, they are continuing the violation of their own laws. The reactionaries and conservatives are continuing the trafficking of women and children. The people are loosing their lives due to the scarcity of the food, medicine and due to the protection from the disaster. It is the duty of the power serving the masses to try to help them. It is clear the Maoist party is the force who does not respect the present constitution and the monarch the representative of the feudal class.

It should be shameful for those who consider themselves a democratic and patriot forces to say to stop the peaceful gatherings. It clearly shows how the government willing to curve the democratic rights. The government afraid with the conference of the revolutionary students why ? If the government dare to stop the peaceful gathering of the students then consequence would be difficult for the reactionaries. This was the elements which forced to adopt the path of the armed struggle. If the peaceful way of gathering is not allowed then there will be only alternative of the path of resistance will remain which will be civil war. Definitely the ultimate victory would be the peoples. The 5 and half years of people's war proved the repression never stop the people.

They are afraid with the people. The growing support among the masses to the goal of people's war. They afraid when the human sea will come Kathmandu to protest the oppression and loot imposed by the world imperialists and in support of the republic would prove the demand of the masses. The expectation in September 19th (Ashwin 5) mass rally is more than a half million people which would be the first time in Nepal's history. It is not impossible if we look the other rallies around the country. In Nepalgunj, there were more than two hundred thousand people attended at the mass gathering which was addressed by Com. Mahara. Likewise in Butwal and Janakpur for the first time the biggest masses 50 and 75 thousand people gathered. Sometime ago in Kailali 40s thousands of people came on the programme organised by revolutionary women. The mass destroyed the alcohol industry which produces 600 000 litres of alcohol each year. In Hetauda where 50 thousand people participated in rally there to support of the struggle of people’s war and republic. Likewise when the delegate of Maoist party appear in Kathmandu more than 20 thousand people gathered to welcome them. All these human sea made the reactionaries to be afraid and they pressurised the government to stop the meeting in Kathmandu otherwise the government should use the force to stop these peaceful gathering. The prime minister ultimately bend under pressure and announced the people coming on the street and peaceful demonstration would destroy the dialogue and negotiation. Really the government wanted to go again in the war. It seems same. Then the revolutionaries should be prepare for all kinds of challenges.

Instead of making conducive environment by releasing the prisoners and publishing the leaders and workers of Maoist parties, journalists, human rights activists and the civilians the government threatening the people if they come in demonstration they would stop by using force. Verbally the government came in to again war. There are lots of instances where police re-arrested the people who were released by the courts. The government tried to make propaganda by releasing the real criminals from the prison and claimed they are making environment for dialogue. It is also true some of the leaders and supporters were released definitely it is a positive thing. The people’s army also released several dozens of police and goons.

The another question is that the Maoists are collecting the donations, they didn't stop. It is right to ask for donation or help. They are using violent way to take money. If the government consist to stop all the activities then the question why the government doesn't stop the all their activities, Why other political parties don't stop their political campaign. People are not asking to stop anybody’s democratic rights.

For the first time the government mobilise the army in 6 years of war after the announcing of the cease-fire. The army seized some of the weapons from the people who were going to attend the in the mass meetings to participate peacefully. This all arose the question what the government wanted. Ultimately we can ask the democratic, patriots and the leftists forces not to trap in the conspiracy of the domestic reactionary extremists and the imperialists and the expansionists. If you have little love to the people, oppressed ones you should stand while for the time being.
