On the day of people's united government's announcement it was not only in Rukum but it was in Rolpa, Salyan, Gorkha Dhading including other dozens of districts also announced their local area level base government in several mass meeting each of where thousands of people participated. It is mentionable that the ruling NC party is divided in to two groups Deuba and Girija split. Deuba raised the question there is no culture of democracy in Nepali congress party. The Girija used gun and money to place his lobby in a representative of the coming general conference. Now a days the people means the members of Girija split plus police is becoming for the government and all are blamed as the enemy of his democracy.

Following the announcement of united government the government announced a special court against the Nepalese constitution. The special court is formed on the basis of Panchayati black law. The government were not satisfied with the decision of country's judiciary and always condemned the decisions of judiciary. To bring the result against the constitution and according to his interest the government formed this special court by appointing a pocket judges of Girija lobby.

The security minister announced he will deploy the royal army in villages also which now mobilised in district headquarters. In several districts the presence of fascist government is limited in a few hundreds meters of area. The Girija was questioned by the public account committee of the parliament for the corruption. He accept the corruption but there is not a power in the state to bring him under punishment.
