The press statement of the CPN (Maoist)

The Communist Party of Nepal (Maoist) issued a press statement to publicise the decision of the central committee plenum which was held at the last week of the may. The meeting has taken some important decisions about ideology, party and struggle which would be the historical perspective of Nepalese revolution. The meeting decided related to the deviation of former regional Incharg of party, Yan Prasad Gautam (Alok). And the contribution of the four and half years of great people’s war in Nepalese context which would be a important aspect for the world proletarian movement. Before the plenum, some month ago party appeal to the all leftists, patriots, democratic (anti-feudal and anti-imperialist) forces to participate in a people's government. The government also shows willing to come in dialogue, and the party demanded to create environment. For this govt. should publicise the political leaders and workers who are disappeared, those should be released who are imprisoned and should stop the repression and the illigal activities and there should be investigations and punishto those who are responsible.

The full text of the press statement is translated as follows.

Recently, the central committee plenum of the Nepal Communist Party (Maoist), the great and glorious political vanguard of Nepalese proletarian class was successfully completed under the chairmanship of General Secretary Com. Prachanda. This press statement is released to publicise the summary of the decisions.

1 - At the beginning of the plenum, the spiritual tribute was paid to the martyrs, in and outside of the country, before and after the people’s war began.

2 - All comrades in charge of regional commands and those responsible comrades of military field presented reports which were encouraging. The report presented the successful implementation of the fifth plan of the great people’s war and showed how it intesified qualitatively the country’s political conditions and the growth of the capacity of the party in both military and non-military sectors.

3- General Secretary com. Prachand presented a political proposal “New responsibilities of the new conditions“ as the main agenda of the plenum. After serious discussion the political proposal was unanimously passed with neccessary reforms. The document contains the evaluation of the implementation of the fifth plan; the analysis of new possibilities and the challenges of the country’s fluid political situation; the situation of dialogue, co-ordination and the working unity with different political power blocks; the evaluation of the dialogue related  to the events with the reactionary government and the coming sixth plan of the party.

The most important aspect of the proposal is the invention of the Nepalese revolution’s own tactical theory and the initiation of the historical process of the ideological centralization on the basis of four and half years of experiences of the great people’s war through the struggle against rightist revisionism and dogmatist rigidness. The party is confident over the question of ideological centralisation which is historically influential in Nepalese and international proletarian movement and is needed to provide new tempo for the party, army and the front and it would be a new foundation for the victory of the people’s war which achieved a qualitative unity in the central committee. Mentioning the country's contemporary political situation, the proposal to gear the struggle against the Congress Party fascism, and to speed up the dialogue and co-ordination with other political power blocks, and the policy related to dialogue with reactionary government if they fullfiled the announced minimum conditions, and the necessary policy and programme of the resistance for new repression of the government was broadly discussed. All above points are an attempt to find a practical and revolutionary outlet for the people from the present terrible situation.

4. The plenum have condemned again the governmental fascism for the disappearances of dozens of people including our party's central committee members com. Dinesh Sharma and Dandapani Neupane who have not been heard of since a long time. Further, the government 'disappeared' the established leader of eastern Terai and another of our party's central committee member com. Matrika Prasad Yadav who was captured in Kathmandu at the end of March. It is decided to appeal for the neccessary initiatives to publicise the situation of disappearces of political leaders, workers and citizens including com. Matrika Prasad Yadav.

If the government don't publicise the situation of disppeared persons, party would take some serious steps againts the government itself.

5. In the meeting the General Secretary com. Prachanda presented a seperate proposal about the ideological deviation and the bad conduct developed by Yan Prasad Gautam (Alok) who was in the party centre. This propsal was passed unanimously. According to the proposal, this deviation which was seen as a form of 'left' rigidness and 'left' liquidationism is also a mixture of different wrong tendencies of rightist. Because of its specificities it was characterised as the "Alok tendency". In the past, because of the deviation and cultural degeneration (bikriti) of the Alok tendency in eastern region, there was some unneccessary pressure and intervention upon the friends and sympathisers including the murder of Ramesh Dhungel in a wrong way which the meeting clarified. The party centre has taken moral responsibilities for these kinds of situations and is ready to correct these kinds of weaknesses with criticising the Alok tendency. It was decided to try to make Yan Prasad Gautam (Alok) publicly self-criticise himself as well as to expell him from the party and make him take part in reculturization through labour contribution.

6. The meeting concluded that the release of Party centre’s responsible comrade Dev Gurung from three and half years of imprisonment in December is due to the power of the great people’s war and the consequence of the party’s correct political dealings. This release had played a positive role in the creation of an environment for dialogue with the contemporary NC government.

7. With the above mentioned subjects the plenum has taken other important decisions related to the organization and struggle.
