Kathmandu/ The hot issue of the country, the people's war is the problem for some people, the people's war is confusion for some people and only the light of the future for some people, now the government planted conspiracy to blocked the possiblity of dialogue. Since the formation of high level commission headed by former prime minister and NC leader Sher Bahadur Deuba, the committee tried to consult with political parties which all except the Girija split of ruling Nepali Congress suggested to solve through dialogue and noted it is a political problem. When Deuba met with a Maoist representative at first and was asked to creat conducive environment. At first the government released Dev Gurung, a Central leader of CPN (Maoist) then the Girija split and Indian reactionary changed the government by the Girija Koirala who not only stoped the dialogue process but tried to mobilise the Royal Nepalese Army and proposed to solve through the gun and violence by killing, rape and pillage against the citizen.

Now at the last week of the October the Representative of CPN (Maoist) Rabindra Shreshtha and the Deputy Prime minister and Home and Local development Minister Ramchandra Paudel met Through the mediator Human rights defender and independent leftist leader Padmaratna Tuladhar. The Government which was not able to protect their forces even they got information 5 days before the attack at Dunai, the district headquarter of the Dolpa.This created immidiat threat among the local administrative structure of the state all over the country. In the first round of dialogue was ended with a commitment to creat the conducive environment for the further talks. The Maoists are saying they are against the dialogue in favour of the people. The conditions was there would not be offencive attack from both side until the process and the second and the only a major condition from the Maoist side was the to publicise the disappeared leaders, workers and supporters and started the process of release. according to demand of government the Maoist provided the name and detailed of the disappeared persons and extended the ultimatum in request of Ramchandra Paudel. But at the last moment of the deadline of ultimatum the and communication minister arranged a press conference, selected and invited by the minister and police where they forced to read and tell the wordsdrafted by the police. Dinesh Sharma, a central leader who was kept in a police training centre in Kakani was under the condition of black cloths on his eyes for eleven months and tortured severly and sufered from more than 7 diseases.

After then the police again brought and left them in unknown places. Later before publish and broadcast the introduced news of police representative press conference Sharma issued another press statement and apolozise for his criticise of the party and people's war he promissed to carry out the responsibilities which party would provide him.

It is questionable that whether Sharma surrendered or not and acted as politically or there was not political culture, it is the internal question of Maoist but the public concern is that the government didn't release any of leader and worker. The person who in the word of government moderated ideology and path doesn't creat the environment. It became clear the government doesn't want to solve the issue peacefully and wants to use the force and apply conspiracy. It is only the way to avoid the pressure to come in dialogue.

The following days become counterproductive for the government. All the political Parties ( Nine left parties, main opposition in parliament-UML, both split of RPP, Nepal Sadvawana Party and othters) condemned the planted drama by the government. The sinior leaders of ruling Nepali Congress Party also criticise moralless and conspiratory drama of the government. The moderator Padamratna accused government for destroying the envoronment and planting the Drama. The maoist leader Com.Prachanda issued a press statement and blamed for planting the conspiracy as artless drama to come out from the responsibilityand dialogue. He also stated that the suspect of the preparation of military oppression and the traitor plan came in confidence and nearly the possibility of dialogue is ended. He urged to resist the fascist Girija government. He said that the party would continue the dialogue with other political parties and institutions who involved to make the constitution. Now, the serious question is comming up under which law and constitution the government disappeared, tortured and killed the citizen ? aren't they criminal? The responsible citizens are considering the Maoist people's war is against the unconstitution powers. There is strong provision of revolution in Nepali constitution for them who don't want the present system, which maoists applied. The government and system could not defeat politically and use the way of violence which lead to people's war by forcing people to resist.

The party is investigating the Dinesh sharma incident seriously. The resisttance actions are comming up every where in the country after the artless dram staged by the government. The NC leader Girija is accusing even inside the party for interfering the active membership list to get the forthcomming party election in General conference. The Girija Cotery wnat to brought his family oligarchy. All the patriots, democratic and progressive forces of the country should unite to resist the Fascist Girija lobby which can lead to the direct threat of civil war and the threat over the sovereignty of the Nepal. Now the Girija government close the way to solve the limited problem of the country through dialogue. Then there is no alternative of the People's war.
